ICS2 Entry by Air: what is the planning?
The process of Entry by Air is changing. On this page, we will keep you updated on the planning of the Import Control System 2 (ICS2).
Availability and transition period ICS2
The Netherlands will implement the second release of ICS2 on 1 July 2023.
Until 1 July 2023, the current process in the Netherlands will remain unchanged and the ENS will be done through ICS1.
You can log on to ICS2 from 1 July 2023 for filing the Entry Summary Declaration (ENS). This only applies to goods entering the EU by air with the Netherlands as country of entry.
There is a transition period (deployment window) from 1 July 2023 to 1 October 2023. The transition period for air carriers differs from that of postal companies, express couriers, and other household filers.
In agreement with Customs, the transition to ICS2 will take place in phases:
- air carriers: 1 July 2023 - 1 August 2023
Carriers can continue to submit their ENS declaration through ICS1 until 1 August 2023. - postal operators, express couriers and other house filers: 1 August 2023 - 1 October 2023
Postal companies, express couriers and other house filers can continue to submit their ENS declarations through ICS1 until 1 October 2023.
Self Conformance Test is mandatory
A condition for joining ICS2 is that you successfully complete a Self Conformance Test. You can take the test from 1 April 2023.
