Use of old TSD possible until 1 April 2025

Do you have a maritime business and do you unload goods from outside of the EU at Dutch seaports? If so, you can continue using the old TSD until 1 April 2025. This means that until this date you can file Temporary Storage Declarations using SDT message after filing an ENS in ICS2. This will help ensure a smooth transition to ICS2 for your business.

Why are you allowed to use the old TSD until 1 April 2025?

If you bring goods into the EU, you are required to file a complete ENS. By using a complete ENS and a new TSD, you minimise the possibility of delays in your logistical process due to our checks. However, if your company uses multiple filing (where different parties submit data for the ENS), it's possible that you may not be able to file a complete ENS. This is because the European Commission has set different deadlines for maritime carriers and maritime house filers to switch to ICS2.

A new TSD (in the form of a TSD or TSR message) that follows an incomplete ENS is currently always rejected by the declaration system. This is why we are allowing maritime businesses to continue using the old TSD (in the form of a SDT message) for a longer period.

Will you continue to use the old TSD for now? Please keep in mind that you may receive notification from us that we will inspect your shipment.

New plan for transition to new TSD

We have extended the period during which you can continue to use the old TSD. You are now allowed to do so until the final deadline for maritime house filers to switch to ICS2. The new transition period for the new ATO runs from 3 June 2024 to 1 April 2025. Initially, this period was set to end on 4 December 2024.

The timeline for the transition to ICS2remains unchanged:

  • from 3 June 2024 to 4 December 2024: maritime transporters will switch to ICS2
  • from 4 December 2024 to 1 April 2025: maritime housefilers will switch to ICS2
