Maritime carriers must be connected to ICS2 by 4 December
03.12.2024
Are you a maritime carrier transporting goods from outside the EU into the European Customs Union? From 4 December 2024, you must submit your Entry Summary Declaration (ENS) via the Import Control System 2 (ICS2).
Not connected to ICS2 by 4 December?
In that case, you will continue to submit your Entry Summary Declarations (ENS) through the previous system. This ensures we remain informed about shipments entering the EU and can carry out risk assessments accordingly.
Switch to ICS2 as soon as possible
This helps prevent delays across multiple links in the logistics chain. Housefilers can only connect to ICS2 after carriers have transitioned to the system. The transition period for housefilers runs from 4 December 2024 to 1 April 2025. We will monitor developments and adjust the enforcement level if necessary.
We cannot yet specify how long you can continue submitting declarations using the old system.
We recommend discussing with your IT service provider whether you can temporarily switch to another method to submit declarations via ICS2.
Please keep us informed
It is important for us to understand the cause of the delay, the timeline for your transition to ICS2, and the interim actions you are taking. You can contact the National Customs Helpdesk via nhd.apeldoorn@douane.nl.
