From Tuesday, 29 October: please submit your transport declarations with NCTS phase 5 (DVA) (update)

On Tuesday, 29 October, from 8 am, you will no longer be able to submit transport declarations using NCTS phase 4. From 4 pm, you can use NCTS phase 5 (DVA) for these declarations.
For transport in NCTS phase 5, a Transit Accompanying Document (TAD) is no longer mandatory. However, you may still provide this document to the carrier – this is our preference. If you receive message IE056 or IE057 in NCTS phase 5, you are allowed to use the same Local Reference Number (LRN) when resubmitting the declaration. You may also submit a new declaration with a different LRN.
Emergency procedure
On 29 October, you can use the emergency procedure between 8 am and 4 pm.
- If you declared your shipment using NCTS phase 4 before 8 am, you can report the arrival of the transport during the emergency procedure using the Noodprocedure NCTS Toegelaten Geadresseerde (TG) (Procedure for Authorised Consignee). You will then automatically receive permission to unload. The transport period for these shipments is a maximum of 30 days.
Shipments declared before 8 am using NCTS phase 4 must also be reported and closed in NCTS phase 4. - If you want to declare your shipment for departure on 29 October between 8 am and 4 pm, please do not use the emergency procedure for phase 4 but another emergency procedure. We will publish this emergency procedure for departure under NCTS phase 5 (DVA) on the website this week.
Progress reports
On 29 October, we will publish progress reports on the transition to NCTS phase 5 (DVA) at nh.douane.nl at 8 am, 11 am, 1 pm, and 4 pm.
