ECS lapses: ARX and EXS messages no longer possible from 1 December

Do you export goods that leave the European Union (EU)? If so, you deal with the Automated Export System (AES): the new declaration system for the Exit from the EU process that replaces the Export Control System (ECS). In anticipation of the ECS closure, ARX messages and EXS messages cannot be sent starting 1 December 2024.

Businesses had until 30 November 2023 to switch to AES. If your business has not yet switched to AES, please do so as soon as possible. From 1 December 2024, it will no longer be possible to submit arrival notices and exit summary declarations to us in the old manner.

Who is affected by AES?

All market participants involved in goods exiting from the EU. This includes freight forwarders, carriers, shipping agents, stevedores, handling agents and airline companies.

What changes?

The introduction of AES changes the notices that declarants have to submit:

  • Declarants must now always submit an arrival notification to the customs office of exit if the shipment arrives there. An automatic arrival notification, if the customs office of export is also the customs office of exit, is therefore no longer possible.
  • With ECS, arrival notifications at the office of exit were submitted to us via the ARX message. The exit summary declaration was submitted via the EXS message. In AES, the ARX message has been replaced by the AAX message and the EXS message by the EXD message.
  • With AES, you must use the so-called REN message (Re-Export Notification) for the re-export notification.

Do you need to do anything?

If you have not switched to AES yet, please do so before 1 December. Have you submitted ARX or EXS messages to us in 2024? If so, we will notify you. We will ask you to inform your software supplier, if this is necessary. Have you not been notified and are you still using ARX or EXS messages?
