The Customs Administration of the Netherlands is working on the implementation of CERTEX

In December 2022 the EU regulation establishing the European Union Single Window Environment for Customs (Regulation (EU) No 2022/2399) came into effect. This regulation aims to simplify the processing of information for non-customs formalities. This allows companies to act internationally in a quick and easy manner. Additionally it improves security within the European Union (EU), because non-customs formalities are checked in a uniform manner. EU-CSW-CERTEX (CERTEX) will be implemented during the 1st fase.

What is CERTEX?

CERTEX is the system that connects customs systems with the non-customs systems of the EU. Customs can access data from non-customs systems through CERTEX. We partially base our decision to release goods for the requested procedure on this information. The regulation specifies the non-customs formality for which Customs is required to automatically use the EU’s non-customs systems from March 2025. An example of a non-customs formality required to release goods into free circulation is compliance with phytosanitary requirements (GGB PP). Another example is having sufficient quotas for fluorinated greenhouse gases (F-gas).

What does CERTEX mean for your customs declaration?

CERTEX further automates the process of handling a customs declaration. This means you must carefully refer to non-customs formalities in your declarations, such as by mentioning an authorisation. We are currently assessing the impact of working with CERTEX and determining a realistic timeline for implementation. We expect to be able to provide more information on this in September.
