Goods that are placed under the customs transit procedure procedure or the means of transport used for these goods are sealed during transport. This is done in order to maintain the identity of the goods and prevent the goods from being substituted or withdrawn from customs supervision. It is normally the customs authorities who affix the seals.
Under the 'Authorisation to use seals of a special model', you can use seals of a special model that differ from the ordinary seals used by the customs authorities. These deviating seals are also known as company seals. To apply for an authorisation, you should complete an Aanvraag Vergunning gebruik verzegeling van een bijzonder model (Application form for Authorisation to use seals of a special model - only available in Dutch) and send it to your customs office.
Apart from the general conditions, a number of specific provisions apply to the authorisation to use seals of a special model.
The seals of a special model should possess a number of fixed characteristics. The most important of these characteristics are the following:
- The seal should be sturdy, durable and intended for single use.
- The seal should be furnished with identification features.
- It should be impossible to break and re-affix the seal without leaving any traces.
- It should be easy to check and identify the seal.
All approved seals of a special model may be used by all customs transit declarants who have obtained permission from customs to do so (both declarants using the normal procedure and declarants acting as admitted sender). The declarants should state the details pertaining to the used seal of a special model in the fashion in the customs transit declaration.
